This RFP has been completed. Successful bidders have been notified and contracts have been awarded. FirstEnergy is offering a second RFP that will focus particularly on solar RECs and RECs generated from within Ohio. Bidding information will be available at www.firstenergyrenewable.com/2009OhioRFP2. Questions will be answered directly through the Web site. To participate, bidders must submit bids and credit information by October 14, 2009. RFP Information
This Request for Proposal ("RFP") is a solicitation process by which FirstEnergy Service Company - acting as agent for The Cleveland Electric Illuminating Company, The Toledo Edison Company and Ohio Edison Company - is seeking to procure renewable energy credits (RECs) to help meet the renewable energy requirements established under the Ohio Senate Bill 221.
The RFP is seeking RECs for 2009. Participants may also bid on 2010 and 2011 RECS, which may be accepted at the discretion of FirstEnergy Service Company. The RECs being solicited include:
- Solar (Ohio only)
- Solar (Ohio and States contiguous to Ohio)
- Renewables (Ohio only)
- Out-of-state renewables (Ohio and States contiguous to Ohio)
No energy or capacity will be purchased under this RFP. The number of individual bidders is not limited. However, bidders must meet and maintain specific credit and security qualifications. In addition, they must be able to prove their RECs are certified or in the process of becoming certified by the state of Ohio. Winning bidders will be required to transfer RECs using the PJM GATS or MISO M-RETS systems.
